Multi-stakeholder online hate speech survey: Your thoughts, experiences and recommendations
 
Hate speech is on the rise worldwide, with the potential to incite violence, undermine social cohesion and tolerance, as well as exacerbate xenophobia, racism, antisemitism, anti-Muslim hatred and other forms of intolerance and discrimination (UN, 2020). History has shown us that genocide and other atrocity crimes begin with words – and so, there is a collective responsibility to address hate speech in the present day to prevent further violence in the future.
 
Education is a powerful tool to address and counter hate speech. In its ability to instill values of respect for human rights, diversity, social justice and gender equality through the provision of skills and competencies in critical thinking, education can challenge those that promote hatred.
 
As part of the implementation of the United Nations Strategy and Plan of Action on Hate Speech, UNESCO in partnership with the United Nations Office on the Prevention of Genocide and the Responsibility to Protect (OSAPG) will convene on 26 October 2021, the ‘Global Education Ministers Conference on addressing hate speech through education’. This will be proceeded by the ‘Global Multi-stakeholder Forum on addressing hate speech through education’ on 30th September – 1st October 2021. The Forum will encompass two days of online dialogues, bringing together teachers/educators, youth, civil society organizations, human rights experts, tech and social media companies and government representatives, with a view to promote meaningful engagement and identify key recommendations for a way forward.
 
The survey will be open to all interested participants from the targeted constituencies: (1) youth, (2) teachers and educators, and (3) civil society organizations.
 
Objectives and Expected Outcome: The ‘Multi-stakeholder Online Consultation’ is a key component of the preparatory activities leading to the Conference and Forum. The objective of the ‘Multi-stakeholder Online Consultation’ is to gather the perspectives of youth, teachers/educators, and civil society organizations, with a view to have their voices reflected and presented at the Conference and Forum. 
 
Who will have access to the data? All responses are STRICTLY anonymous. No personally identifiable data is collected. All data is stored securely. Only members of the research team will have access to the collected data.
 
How much time will it take? The survey should take approximately 10 minutes to complete. Please be assured that this survey ensures that the voices of youth, teachers/educators, and civil society organizations will be heard, represented and amplified in order to be used as an agency for change within various educational avenues of outreach.
 
In which language is the survey available? The survey is available in three languages (English, French and Spanish), which are accessible by clicking on the language button at the top of the screen.
